Cornell's framework for university policies is one component of the university's operational compliance drivers. 


The framework is influenced by legislation (statutory level; formal laws, regulations, or statutes), the University BylawsCharter (Board of Trustees level), industry standards, the university mission, and university culture.

Envisioning the operational compliance drivers as a pyramid, the order of drivers from the apex (top) to the base (bottom) is:

  1. University Policies

  2. Unit Programs (including department, college, or school-level policies)
  3. Unit Procedures
  4. Supporting Documents
  5. Forms, Guidelines, Registers, Manuals, and Handbooks

These items are stored in a document management system.
